Apri121, 2014 C- 1992- 08I/Hayden Gulch Loadout JHB <br />TWS: This pile is located on the north side of the road at the intersection of the road to a gravel pit. It is across <br />the road from TS pile C. What is this pile? Tab 12 identifies it as "Temporary Waste Pile ". The Division's <br />definition of "waste" or refuse would indicate that the material is a product of coal processing. The inspector did <br />not find evidence that this pile contains coal "waste ". The vegetative cover on this pile was good, not weedy and <br />no signs of erosion. If this is a coal waste pile, it needs to be permitted in accordance with coal waste <br />requirements, Rule 4.10 and 4.11. If this material is subsoil or non -coal waste material, HGT needs to revise <br />Exhibit 12 -1 and the permit text to eliminate the reference to "Waste ". Signage is needed on the north side of the <br />pile to identify the pile. <br />TS pile D: This stockpile has good non - noxious vegetative cover. This pile needs a topsoil identification sign as <br />well as a permit boundary sign. The farmer has plowed up to the edge of the perimeter ditch. Signage is needed <br />to assure that adjacent land management practices do not encroach into HGT's stockpile. <br />TS pile E: This pile is fine with good non - noxious vegetative cover and no signs of erosion. <br />TS pile F: The pile is fine with good non - noxious vegetative cover, with no signs of erosion. <br />Regraded office and parking lot area did not appear to have been topsoiled at the time of the inspection.
