Box 187 <br />Craig, Colorado 81626 <br />RE: Trapper Mine; C- 1981 -010; Technical Revision Bo. 113; Annual Reclamation and <br />Hydrology Report, Appendix W, Adequacy Review No. 1 <br />Dear Mr. Roberts, <br />The Colorado Division of Reclamation Mining and Safety (Division) has completed its <br />preliminary review of TR113 consisting of the Annual Reclamation and Hydrology Report. <br />There are several items that will need to be addressed prior to the approval of TR113. Please <br />address the following items: <br />Enclosed is a letter from the Colorado Division of Water Resources (DWR) dated April <br />21, 2014. Several items were noted in the letter in regards to the compliance with the <br />requirement of the State Engineers Office. The first item is in regards to the stock <br />water ponds present at the site. The second item is in regards to the proper permitting <br />required for the dewatering operations. The third item is in regards to the types of well <br />permits that need to be obtained for the monitoring wells and exploration boreholes at <br />the site. <br />During the review of the 2010 Annual Reclamation Report, the DWR submitted similar <br />comments to the Division. On July 26, 2011 Trapper responded to the DWR's <br />comments. It appears items in regards to the stock water ponds and de- watering wells <br />were addressed at that time. In regards to the well permitting item, Trappers 2011 <br />response letter indicates the monitoring wells were constructed per the permit under the <br />direction and approval of the Division. On August 12, 2011 the DWR responded to <br />Trappers letter and indicated that all wells operating within DRMS permitted sites that <br />are being used with the intent of accessing ground water, including wells used for the <br />monitoring and observation of water quality /levels, are still subject to the State <br />Engineer's Office well permitting requirements. Enclosed is the DWR's August, 2011 <br />response letter. Please provide a response to the DWR concerns. <br />Trapper mine will need to work with the DWR to comply with their permitting <br />requirements.
