The Applicant has indicated that blockages in the main tunnel of the Capital Prize Mine must <br />be cleared as part of the prospecting operation. Please provide a detailed description of the <br />nature and location of the blockages and the methods to be used to clear the blockages. The <br />description should include volumes of material to be moved and should specify where the <br />material will be moved to. In addition, specify if explosives will be used. <br />6. The Applicant has indicated that samples from the Aetna vein will be collected and will not <br />exceed 0.5 tons. Please describe the methods which will be used to collect samples from the <br />Aetna vein. <br />7. Please specify where fuel will be stored and describe the secondary containment which will <br />be used to prevent any release of fuel. <br />8. Please provide a description of any existing closures on the portal entrance and describe how <br />unauthorized entry into the mine will be prevented during prospecting operations. <br />9. The Applicant has indicated that impacts to the surface water and groundwater are not <br />anticipated as the result of the proposed prospecting operation. During the inspection of the <br />Capital Prize Mine conducted on November 26, 2013, the Division observed water <br />discharging from the mine portal. Rule 3.1.6 of the Hard Rock Rules requires that <br />disturbances to the prevailing hydrologic balance of the affected land and of the surrounding <br />area and to the quality and quantity of water in surface and groundwater systems both during <br />and after the prospecting operations and during reclamation shall be minimized. Please <br />address the following items: <br />a) Specify the average volume of water that is being discharged from the mine. <br />b) Describe where the mine water currently flows to as it leaves the mine. Does this water <br />discharge to Clear Creek? <br />c) Specify any anticipated increase in the volume of water being discharged from the mine, <br />either short or long term, as a result of clearing the blockages in the mine. If you <br />anticipate an increase in the volume of water discharged from the mine, then describe <br />how the increased discharge will be managed. <br />d) Specify if there is any existing water quality data available for the mine water. <br />e) Identify any domestic use wells within 600 feet of the mine portal which could <br />potentially be impacted by degradation of the quality of water discharging from the mine. <br />10. The Division received comments from the Town of Georgetown (copy enclosed), which state <br />that the Historic Residential District, which the Capital Prize Mine is located within, does not <br />allow for prospecting without changing the Town's zoning ordinances. Rule 5.3.6 of the <br />Hard Rock Rules states that all prospecting shall be conducted in a manner as to comply with <br />all applicable local, state and federal laws. Please respond to the comments submitted by the <br />Town of Georgetown and specify how you will comply with the existing zoning ordinances. <br />
