Stover & Associates, Inc. <br />2352 North 71h Street, Unit B <br />Grand Junction CO 81501 <br />Re: Coal Ridge No. 1 Mine (Permit No. C- 1984 -065) <br />Midterm Permit Review No 7 <br />Dear Mr. Stover: <br />The Division has completed a midterm review of the Coal Ridge No. 1 Mine permit <br />application package. The review was conducted in accordance with Rules 2.08.3 and <br />3.02.2(4). <br />The midterm review consists primarily of reviewing the permit application, the findings <br />document, field inspection reports, recent revisions, annual reports, the current <br />reclamation cost estimate, and the performance bond instrument. The main purpose of <br />this review is to identify any areas of operations or permitting that may be out of <br />compliance with the Colorado Surface Coal Mining Reclamation Act. The enclosed <br />document is a summary of the Division's findings as a result of this review. <br />Please note that two issues were identified as requiring attention: <br />1. Reclamation of the site has been completed, with the exception of the sediment control <br />structures. The Division granted Phase II bond release for the site, on August 17, 2001, <br />making a specific finding that existing vegetation was sufficient to ensure that drainage <br />from the reclaimed areas did not contribute suspended solids to streamflow or runoff <br />outside the permit area in excess of premining levels or adjacent, nonmined areas. <br />Pages 4 -58 and 4 -58i of the approved permit application package reference studies <br />conducted by C.B.
