Ms. Dennis
Page 12
April 14, 2014
height of the CKD stockpile may affect groundwater and surface water. Please provide a
discussion of the possible impacts to the hydrologic balance and describe how the Operator
intends to mitigate against any possible impacts.
7. The Operator has proposed using the truck wash water for dust control around C -Pit. Please
specify the average volume of water that is used for dust control around C -Pit on a monthly
basis. In addition, please specify the estimated amount of water from the truck wash area
which would be placed into C -Pit and describe how the water would be transported to C -Pit.
8. Both the Division and the Operator have spent an extensive amount of time investigating
sources of groundwater inflow into C -Pit, in an effort to minimize or eliminate ponding in the
CKD disposal area. The Operator has undertaken efforts such as placing shale along the
southwestern highwall to prevent inflow. In addition, a pump was installed to draw down the
water level in C -Pit. The Division approved of this consumptive use of the water in C -Pit
since the efforts to eliminate inflow have not been successful. The proposal to place excess
truck wash water into C -Pit seems to be counter to all previous efforts to eliminate water
within the pit. Please explain how placing excess truck wash water into C -Pit aids in the
reclamation of the CKD disposal area.
9. Currently truck wash water is discharged into the Ortho Ponds. Please describe what will
happen to the Ortho Ponds if they are no longer used as the discharge point. How will be they
be reclaimed and when would reclamation occur?
This concludes the Division's preliminary adequacy review of this Technical Revision. Please
remember that the decision date for this Technical Revision is April 23, 2014. As previously
mentioned, if you are unable to provide satisfactory responses to any inadequacies prior to this
date, it will be your responsibility to request an extension of time to allow for continued review
of this Technical Revision. If there are still unresolved issues when the decision date arrives and
no extension has been requested, the Technical Revision will be denied.
If you have any questions, please contact me at (303)866 -3567 x8116.
Sincerely,
d- -
Michael A.
