Box 529
Lyons, CO 80540
RE: Lyons Quarry; DRMS File No. M -1977 -208; Technical Revision 12 — Adequacy Review
Dear Ms. Dennis,
The Division of Reclamation, Mining and Safety (Division) received Technical Revision - 12
(TR -12) for the above referenced site on March 11, 2014 and the Technical Revision was filed
for review on March 24, 2014. The decision date for this Technical Revision is April 23, 2014.
The Division has reviewed the proposed revisions and has the following comments:
1. The Operator has proposed increasing the height of the cement kiln dust (CKD) stockpile in
C -Pit to support continued operations in the future. Please provide an estimate of how much
longer the operations will continue if the CKD could be stockpiled to 20 feet above the
existing grade.
2. Please specify how much additional CKD could be stored if the stockpile was increased to 20
feet above the existing grade; provide all estimates in cubic yards.
3. The current Reclamation Plan specifies how the CKD stockpile will be reclaimed if the CKD
does not extend above the existing grade. Please specify how the CKD stockpile, with a
proposed height of 20 feet, will be reclaimed. The Reclamation Plan should include a
discussion of how the stockpile will be capped, including replacement of topsoil as well
revegetation techniques.
4. Please confirm that the proposed CKD stockpile will be contained within the footprint of C-
Pit. In addition, provide a revised Reclamation Plan Map which depicts the final
configuration of the CKD stockpile and include a cross - section of the CKD disposal area.
5. Currently any stormwater runoff in the CKD disposal area will report into C -Pit. Please
describe how stormwater runoff will be managed when the CKD stockpile extends above the
existing grade. In addition, specify how the Operator intends on controlling fugitive dust.
6. The Operator was authorized to use C -Pit as a CKD disposal area after conducting extensive
hydro - geologic investigations. The Operator has not addressed how the proposed increase in
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
