Apri19, 2014 C- 1981 - 038 /13owie No. 1 Mine MLT <br />• At the Loadout, a marmot was seen sunning itself on a stack of pipe (Photo 3). <br />• Tick season has commenced in the permit area, and each of the inspectors unintentionally took a tick <br />home as a souvenir. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br />Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18: <br />• The flow in East Roatcap Creek had increased over what was observed on Mar. 20th. <br />• A culvert pipe beneath the road above the West Mine had been plugged during previous inspections. <br />We observed that recent work had been dug to expose the culvert inlet. <br />• The Fire Mountain Canal was not yet flowing. <br />• Ponds W -1 and W -2 were dry, as was the Loadout sediment pond. <br />• Ditches at the East Mine were in good condition, and maintenance activities had been performed <br />since the Mar. 20 inspection (Photo 4). <br />• Water bars that cross the East Mine road had been repaired, and it appeared that a few new bars had <br />been installed to ensure that water is directed to the roadside ditches rather than flowing along the <br />roadway surface (Photo 5). <br />• At the Loadout, the ditch that collects runoff and directs it around the northern flank of the substation <br />enclosure was in good condition (Photo 6). There does appear to be some erosion occurring on the <br />slope where this ditch drops to the drainage ditch below. <br />• Also at the Loadout, the outlet end of the culvert pipe located at the downhill end of the gravel <br />storage area was blocked (Photo 7). It appeared to have been buried during the project to remove the <br />rails and ties from the RR siding. This culvert should be unplugged, and continued attention paid to <br />the condition of the adjacent berm. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />• We walked much of the railroad bed at the Loadout, and found the drainage to be in generally good <br />condition (Photo 8). The ballast is still in place, and we found an occasional rail spike or splicing <br />plate mixed in with the rock. The contractor's use of a magnet to recover the metal items seems to <br />have been largely successful (Photo 9). <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Grasses were starting to green -up, and apricot trees were in blossom at the Loadout. <br />At the West Mine, we crossed through a patch of Burdock on the path to the Roatcap culvert inlet. <br />The plants were located near the riprap placed as a landslide buttress, on either side of a game trail <br />(Photo 10). The burrs from this noxious weed tend to stick to the fur of passing wildlife, with the <br />result that seeds are transported across a much larger area. It would be desirable to mechanically <br />remove the skeletons and burrs that are presently on the site, and spray or pull any plants that appear <br />in the coming years. <br />ENFORCEMENT ACTIONS / COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 8 <br />
