Basil Bear of Bowie Resources, LLC was notified of the <br />inspection by telephone.Skies were clear, and conditions were breezy. Ground conditions were dry. The <br />West Mine and Paoma Loadout were inspected in the morning; the East Mine was inspected in the middle <br />of the day. <br />PERMITTING UPDATE: <br />TR -57: This revision was formally Issued on Apr. 1. The requirement for continued subsidence <br />monitoring at the Pitkin Mesa Pipeline has been suspended. <br />TR -58: The application for sediment pond removal at the West Mine and Timber Storage (R.O.M.) Area <br />was received on Mar. 19 and called complete on Mar. 28. The Division's preliminary adequacy review <br />will be issued by Apr. 27. <br />MR -133: The application was received on Apr. 4, and the decision date is Apr. 14. All emission permits <br />have been canceled by the APCD. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of <br />Rills and Gullies 4.14.6: <br />At the West Mine, we walked the length of East Roatcap Creek that is confined to a culvert beneath <br />Ponds W -1 (Photo 1) and W -2. The depth of fill atop the 48" CMP appears to be significant only at <br />the pond embankments. Relatively little material will need to be excavated from the floor portions of <br />the pond, when the ponds are removed. <br />• There appears to be an available supply of boulders at the West Mine — both in the spillways and on <br />the slope. These will be useful in the future reconstruction of the stream channel (Photo 2). <br />FISH and WILDLIFE — Rule 4.18: <br />• Two bull elk were seen attempting to cross Stevens Gulch Road at the location of the light use road to <br />Ponds 3 and 4. <br />• A band of four mule deer were spotted at the reclaimed East Mine, on the slope of the former <br />Warehouse Bench. <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 3 Page 2 of 8 <br />
