Compliance With Mine Plan <br />NA - Support Facilities Not On -site <br />NA -Other <br />NA - Special Categories Of Mining <br />NA - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a partial inspection of the Bear No. 3 Mine conducted by Susan Burgmaier of DRMS. Weather <br />conditions at the time of the inspection were sunny and warm, approximately 65 degrees. Ground conditions were <br />mostly dry; lower lying areas were muddy. <br />The permit for the Bear Mine has been revoked and the reclamation performance bond has been forfeited. The <br />Abandoned Mined Land program of DRMS will contract with a third party to complete the remaining reclamation <br />tasks for the site. <br />BACKFILL and GRADING — Rule 4.14 C Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The reclaimed portal slope appears to be stable, but there has been recent surficial movement on the <br />western portion of the reclamation, where the Edwards portal slide occurred. A large piece of concrete worked its <br />way out of the backfill and rolled downslope into the facilities area. The concrete piece is about 3' in diameter. <br />FISH and WILDLIFE — Rule 4.18: <br />Elk tracks were visible throughout the facilities area, and emerging grasses showed signs of browsing. A <br />pair of Canada geese was exhibiting aggression near the Edwards portal spring, presumably guarding a nest. <br />HYDROLOGIC BALANCE - Rule 4.05 C Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The sediment pond held very little water ( >6 ") near the outlet. The treatment pond was full, and treated <br />spring water was discharging to the North Fork of the Gunnison River.
