The reclamation cost estimate provided by the Applicant is from 1998 and includes the cost <br /> of reclaiming the Rex Quarry(M-1977-304). Also,the defined mining and reclamation phases <br /> at both the Owl Canyon Quarry and the Rex Quarry have been revised. As a result, this <br /> information is not sufficient for the Division to complete a reclamation cost estimate for the <br /> Owl Canyon Quarry. As required by Rule 6.4.12(1),the Operator must provide all information <br /> necessary to calculate the costs of reclamation that would be incurred by the state. The <br /> Division requests the following information: <br /> a) Specify the maximum number of acres that will be disturbed; all reclamation calculations <br /> must be based on the maximum allowed disturbance. (The 2013 Annual Report states <br /> there is currently 93 acres of affected land) <br /> b) Specify overburden volumes to be backfilled, push/haul distances and the grade of all <br /> haul routes. <br /> c) Specify topsoil/waste sand volumes, push/haul distances and the grade of all haul routes. <br /> d) Specify the total length, height and grade of all highwalls to be reduced. <br /> e) Specify the length and width of all roads to be reclaimed. <br /> f) Specify number of acres requiring final grading. <br /> g) Specify number of acres requiring revegetation. <br /> h) Specify the type of equipment to be used for each reclamation task. <br /> PLS Response:Please find the information below. <br /> a. Concurrent reclamation is included in the mine plan. Therefore,the maximum <br /> acreage allowed for disturbance will be a combination of reclaimed and <br /> currently disturbed and unreclaimed land. However, the affected land <br /> boundary is 270 acres. <br /> b. Concurrent reclamation is included in the mine plan. The average grade is 5 to <br /> 8%for haul roads. The average push pull distances will be 500 feet. <br /> c. No waste sand will be used. The minimum topsoil depth will be 2 feet. The <br /> average push/pull distance will be approximately 500 feet with an average grade <br /> of 6%. <br /> d. The high walls will have the following characteristics. The height will range <br /> from 85 to 90 feet, the length will be approximately 3,100 feet, and the average <br /> grade to reduce the highwalls to will be 6%. <br /> e. Roads within mining boundaries are not included as these will be reclaimed <br /> during backfilling activities. The perimeter roads will not reclaimed to allow <br /> for well access. <br /> f. The approximate acreage requiring final grading will be 187 acres. <br /> g. The approximate acreage requiring revegetation is 187 acres. <br /> h. A D9 Dozer will be used for rough grading. A 16H Moter Rader will be used <br /> for final grading. A DIO dozer will be used for ripping. A 637E push pull <br /> scraper will be used for material placement in growth media application. <br />
