5. The Mining Plan Map depicts the various phases of mining and reclamation. Please specify
the acreage values associated with each of the phases.
PLS Response: Please see revised Mining Plan Map(Exhibit Q.
6. The Mining Plan Map contains date ranges for each of the phases. Please clarify if these date
ranges apply to quarry operations or backfill operations.
PLS Response: The dates on the Mining Plan Map correspond to quarry activities.
7. Please outline and label all major surface features such as equipment storage areas, existing
and proposed roads, overburden stockpiles and product stockpiles.
PLS Response: Please see revised Mining Plan Map (Exhibit Q.
6.4.4 Exhibit D -Mining Plan
8. The Applicant has stated that overburden will be backfilled to a minimum depth of two feet.
Please specify the average depth to which overburden will be replaced; this information is
required to calculation the required financial warranty for the site.
PLS Response: The average depth will be 50 ft. The 50 ft. is the average depth from grade to top
of highwall to be backfilled. Please note,a portion of this backfill will include a final blast to relieve
the slope before rough grading begins.
9. Please clarify if overburden will be immediately hauled from the quarry area to the active
backfilling phase and backfilled, or if it will stockpiled for any period of time before it is
backfilled. If the overburden will be stockpiled, then please specify the location of the stockpile
and the approximate volume of overburden to be stockpiled at any given time.
PLS Response: PLS will immediately haul from the quarry to the backfill as part of the mine plan.
There will be no stockpiling of backfill material in transition from quarry to backfill.
10.According to the Mining Plan Map, current quarry operations are occurring with Mining
Area A3. Please confirm that active quarry operations are only occurring in Mining Area A3.
PLS Response: Mining A3 was completed in 2013. Mining Area A2 will be complete in the early
part of 2014. PLS will then move to mining A4 in 2014 after the rip-rap plant is moved.
11.The Mining Plan states that once backfilling is complete in Backfill Area 1 (BFI), backfilling
will then proceed to BF 11, BF ill, BF IV, etc. However, the Mining Plan also states that
when backfilling is complete in Mining Area 2, backfilling will begin in BF II and then
proceed to BF IV. Please clarify why backfilling will proceed out of sequence from BF Il
to BFIV.
PLS Response: The backfilling will proceed out of numerical sequence to allow for the moving of
the existing rip-rap plant. This plant currently sits on BFUL Once the plant is moved, backfilling
will resume in sequence.
