City, of 1
Greele
March 27, 2014
Division of Reclamation, Mining and Safety
Attn: Mr. Peter Hays
1313 Sherman Street, Room 215
Denver, Colorado 80203
RECEIVED
MAR 1 2014
DIVISION OF RECLAMATION
MINING AND SAFETY
Subject: DRMS Follow Up Letter for 25th Avenue Site, M- 2002 -020
Dear Mr. Hays:
Greeley is writing to follow up concerning recent steps associated with Bill and Dorothy
Rodman's property. To date, Greeley has not received an analysis from either the Rodmans or
DRMS documenting that any water level fluctuations in the Rodman wells are associated with
operations at the 251 Avenue Site. Furthermore, Greeley is aware of other mine operations in
the area that may be impacting well levels.
Despite this, Greeley has still been moving forward with plans to mitigate any possible impacts
caused by dewatering operations at the 25th Avenue Site. To this end, Greeley has offered to
enter into an agreement with the Rodmans to install a water line to their property and provide the
property with water service. Greeley and the Rodmans are in the process of negotiating the
specific terms of installing the water line and providing the water service. The two main issues
remaining are associated with the amount of water the Rodmans believe they are entitled to and
whether Greeley must continue to provide water after dewatering operations at the 25th Avenue
Site have ceased. On March 26, 2014 we met with the Rodmans to discuss these remaining
issues.
Concerning the first issue, we believe we have reached a solution that will resolve the Rodmans'
concerns. In addition to installing a 4 inch water line and 1 inch tap for the Rodmans, we
discussed installing a permanent cistern to ensure that there is adequate water to meet
instantaneous irrigation and in -house demand.
Concerning the second issue, the Rodmans have asserted that Greeley needs to maintain a water
line until their wells can produce 32 gpm. As stated in our September 27, 2013 correspondence
to you, Greeley is not willing to supplement the Rodmans' wells after dewatering activities at the
25th Avenue Site cease, a slurry wall is constructed around the 25th Avenue Site, or the water
levels in the Rodmans' wells rise to a level that allows for the Rodmans to resume historic water
use practices with the wells. Greeley will no longer have a potential negative impact on the
Rodmans' wells after one of these events have occurred. To ensure that any lagged negative
Water and Sewer Department • 1100 10th Street, Suite 300, Greeley, CO 80631 .
