Page 3 of 5 <br />Quality Control Division (WQCD), the WQCD will be <br />responsible for enforcing CDPS permit conditions. <br />8. Basic Standards for <br />CWQCC regulations <br />The manganese standard was exceeded three times at Site <br />Surface Water <br />31.1.11 <br />008 and one time at Spoil Spring 009. Based on CWQCC reg. <br />31, the standard of 0.2 mg /1, applies to plants grown in acidic <br />soils ( <6.0 pH). In alkaline soils, as found on the Seneca II site, <br />the EPA standard would be 10 mg /1. The maximum <br />manganese value observed at any surface site was 1.63 mg /1. <br />9. Instream Numeric <br />CWQCC regulation 33.0 <br />Four Seneca II monitoring sites exist within the Fish Creek <br />Standards <br />Drainage: The 008 outfall and SSB12 are on Bond Creek and <br />discharge into Fish Creek which is on Segment 13b of the <br />Yampa River basin. Sites SSF11 and SSF13 are on Fish Creek. <br />The stream standards for Fish Creek are based on aquatic life <br />standards. The total recoverable iron standard (1.0 mg /1) was <br />exceeded at sites SSF11 and SSF13. See Item No. 7 above for <br />Selenium exceedance at NPDES8. <br />10. Interim Narrative <br />CWQCC regulation <br />It was determined that bed rock groundwater points of <br />Standard for Ground Water <br />41.5.C.6 <br />compliance are unwarranted at the Seneca II mine. Well <br />SFAL72 serves as the Seneca II Mine's Fish Creek Alluvial <br />ground water point of compliance. Ambient values for this <br />site were higher than the Reg. 41 standards for iron and <br />manganese, nitrate, and sulfates. The iron standard (0.35 <br />mg /1) was exceeded with a value of 3.61 mg /I in May and 3.05 <br />mg /I in September. It appears that the high iron values <br />observed at SFAL72 are not likely the result of discharges at <br />Seneca II due to the iron value levels at Alluvial Well SBAL68 <br />and SCAL69. <br />11. Parameters to be <br />Volume 14, p. 2.04.7 -2 <br />Parameters to be sampled are conductivity (umhos /cm), pH <br />sampled at surface water <br />of CDRMS mining permit <br />(units), temperature (C), total recoverable iron (mg /1), <br />sites <br />C- 1980 -005 <br />dissolved manganese (mg /1), total mercury (ug /1), total <br />ammonia (mg /1), dissolved nitrate (mg /1), dissolved nitrite <br />(mg /1), dissolved selenium (ug /1), dissolved sulfate (mg /1), <br />total sulfide (mg /1), total suspended solids (mg /1), and total <br />dissolved solids (mg /1). All parameters were met. <br />13. Filing frequency of pond <br />CDRMS regulation <br />Pond 008 remains as the only sediment pond associated with <br />reports <br />4.05.9(17) <br />C- 1980 -005. Quarterly pond inspections were conducted <br />within the appropriate quarter. <br />14. Timely filing of pond <br />CDRMS regulation <br />Quarterly pond inspection reports were submitted and <br />reports <br />4.05.9(17) <br />received by the Division within an appropriate timeframe. <br />15.
