March 27, 2014 C- 1981 - 014 /Southfield Mine RDZ <br />At the RDA, no problems were seen with diversion ditches or with the California Drain Pan at the northwest <br />corner of the RDA. <br />The portion of Newlin Creek where a landowner has indicated that there is a losing reach due to subsidence was <br />inspected for cracks or other indications of mining impacts. There was not enough soil moisture for the inspector <br />to look for losses in the creek. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 ❑ Drainage Control; Surface <br />Stabilization; Placement: <br />The perimeter of the RDA was driven; no rills or other problems were seen. <br />ROADS — Rule 4.03 11 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.03.l(4)/4.03.2(4) 11 Surfacing and <br />Maintenance4. 03. 1(5) and (6)/4.03.2(5) and (6) 11 Reclamation 4.03.1(7)/4.03.2(7): <br />Roads to the facilities area and the RDA were in good shape. The road to the Monarch Mine is still <br />passable but is narrow in areas due to erosion. Along the road to the Monarch Mine, the downdrain structures <br />( "socks ") were found to be in good shape, and no problems with culverts were seen. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The portal area, including the area around the truck tunnel, was in good shape; no erosion or large weed <br />patches were observed. Also, the Pond 3 reclamation area and the rock dust storage SAE were inspected and no <br />problems were seen. <br />SUBSIDENCE — Rule 4.20: <br />The area near Newlin Creek where subsidence cracks were repaired (upstream of the Thompson driveway) <br />was inspected. No new cracks were seen. <br />SUPPORT FACILITIES - Rule 4.04: <br />Power Substation 42 was inspected. No erosion on or near the pad was seen. In a previous inspection, it <br />was noted that a portion of the barbed wire on the fence (approximately 10 feet at southwest corner) has been <br />taken off the fence. One of the wires has been tied up; the other two ends are still on the ground. There is no sign <br />of damage to the equipment of the substation. <br />The Monarch fan area was inspected and no problems were seen. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />Trash is still present at the loadout, including a box spring below pond L -2 and a pile of concrete rubble. <br />See Hydrology section for discussion of ponds at the loadout.
