The weather was seasonably
warm and clear but windy. The ground was dry over all of the mine site and loadout. There was no EFCI
representative present during the inspection at the mine site or the loadout, but George Patterson and Gary Carroll
were present for the records check at the EFCI office in Florence.
AVAILABILITY OF RECORDS — Rule 5.02.4(1):
Checklist of records is provided at end of report.
HYDROLOGIC BALANCE - Rule 4.05 C Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
The two ponds at the mine site, Pond 4 and Pond 5, were holding very small amounts of water. Neither of
these ponds was discharging. At the loadout, ponds L -1 and L -2 were dry at the time of the inspection. No major
problems were found with embankments, flumes, or spillways. The Pond 5 primary spillway contains sediment at
the downstream end (approximately 4 inches deep) and should be monitored for further problems. On the pond
side of the embankment for Pond 5, there is a rill near the primary spillway that will need to be repaired if it gets
worse. The Pond L1 primary spillway is filled with tumbleweeds that should be removed, and, based on previous
inspections, may need sediment removal also.
The Magpie Diversion Ditch was inspected along the entire length, and no problems were seen.
The erosion control BMPs near the gravel parking lot in the portal area have undergone minor maintenance.
Pieces of erosion blankets have been placed under wattles, and now rills are not undercutting the wattles. The
BMPs at the northwest corner of the truck tunnel are in good shape and have also been maintained with erosion
blankets placed under wattles.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 4
Page 2 of 9
