40 <br />The Leadville Mill Environmental Sampling Procedures <br />Sampling Protocols <br />Page 1 -5 <br />assigned sample bottle designation to a specific well or sample location or other <br />distinguishing feature or attribute (e.g., blank sample, replicate sample, purge <br />evaluation sample, etc.) <br />1.3.3 CHAIN-OF- CUSTODY RECORD <br />Chain -of- custody (CoC) records ensure that samples are traceable from the time of <br />collection until they are received and analyzed by the analytical laboratory. The CoC <br />shall be sealed in the sample shipping container. The shipping agent or courier is not <br />required to sign the COC. Upon arrival at the lab, the sample custodian checks the <br />custody seals on the sample shipping container, opens the container and signs as <br />receiving the sample and noting the condition of the custody seal (e.g., intact). <br />A sample is in a person's custody if one of the following criteria is met: <br />• It is in the person's possession; <br />• It is in the person's view after being in possession; <br />• It has been locked up to prevent tampering after it was in the person's <br />possession; or <br />• It was in the person's possession and was then transferred to a designated <br />secure area. <br />The CoC record is completed and signed in the field by the individual physically in <br />charge of its custody. The CoC record should be completed concurrently with the <br />field sample data sheet. The sampler is personally responsible for the care and <br />custody of the sample until it is shipped. <br />When transferring possession of the samples, the individuals relinquishing and <br />receiving the sample shall sign, date, and write the time of day on the CoC record. <br />Samples in separate coolers shall not be included in the same CoC record. The CoC <br />record is enclosed with the samples in each given cooler after it has been signed by <br />the sampler. <br />1.3.4 PACKAGING & SHIPPING SAMPLE CONTAINERS <br />Packaging of Sample Containers <br />1. Follow 40 CFR 261.1 (d) regulations for the shipment of samples. <br />2. Before packing the samples, check lids for tightness and tape them, if <br />necessary. Do not use electrical tape or other tape with adhesive containing <br />volatile organics if volatile organic sampling is requested. <br />April 2013 <br />
