Ben Moline; CEC <br />2013; ARR Review <br />March 25, 2014 <br />Ash Laboratory Analyses <br />Page 2 of 2 <br />Section 2.05.4 of the Keenesburg Mine permit requires that both the bottom and fly ash be sampled annually. On <br />February 26th, 2014 CEC informed the Division via e -mail that due to a series of retirements and relocations, the <br />ash collection did not occur in December of 2013 as required. Samples were taken as soon as this mistake was <br />discovered and the samples were reported to have been sent to the lab. As of the writing of this letter, the <br />Division has not received a copy of the lab analysis. <br />Mapping <br />The contours on the Reclamation Contour and Drainage Plan Map (Appendix Q -1) submitted with the 2013 ARR <br />approximate the contours from the previous contour map Appendix Q -1 from the 2012 ARR with minor <br />exceptions. B -Pit topography has changed as ash has been disposed in the pit. Likewise, minor changes in the <br />long -term spoil pile topography are noted due to the extraction of this material for cover of the ash disposal area. <br />Vegetation Monitoring Review; 2013 <br />Page 1 of the 2013 ARR indicates that due to unforeseen events the consulting company CEC used in the past for <br />vegetation monitoring ceased operations with CEC without notification or explanation. Given this, vegetation <br />monitoring was not conducted on parcels that have been planted for three or more growing seasons as required by <br />section 2.05.4; page 115e of the Keenesburg Strip Mine permit. CEC committed to completing vegetation <br />monitoring in 2014. <br />This concludes the Divisions review of the 2013 Annual Reclamation Report for the Keenseburg Strip Mine; C- <br />1981 -028.
