On page 117 of the permit application
package (permit), CEC has committed to submitting this report by the end of February each year. The filing date
of the ARR is in compliance with the approved permit. The hydrology portion of this report is still being
reviewed by the Division. The remainder of this letter addresses the Annual Reclamation Report (ARR) portion.
No new areas at the Keenesburg Strip Mine were disturbed by CEC operations in 2013. No other areas were
seeded or inter - seeded in 2013. CEC continued to place ash and spoil cover in B -Pit. Reclamation activities at
the site included placing 6 feet of spoils over a portion of the B Pit in an area designated as Area 32. Also, a new
area designated Area 33 and a small .64 acre portion of Area C was regarded and prepared for topsand
application.
CEC reports that in 2013 the Keenesburg mine had a total of approximately 435 disturbed acres. Of these
disturbed acres, 248 acres had been backfilled and graded by the end of 2013. No new areas received topsoil (aka
topsand) in 2013, keeping the total topsoiled acreage to 248 acres. The total seeded area is 248 acres.
The bond release acreage totals for 2013 are correct and are reported in the following manner:
Phase I released 229 acres Phase II released 216 acres Phase III released 207 acres.
Mass Balance
CEC submits results of ash disposal with the ARR. The volume of ash placed in the disposal area are included
with the report. In 2013, CEC reports that 25,783 tons of mixed flyash and bottom ash were disposed of in B -Pit
at the Keenesburg Strip Mine.
Office of Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
