C. Light -Use Roads <br />Light -use roads are discussed in the permit application beginning on page 2.05 -29 <br />and are shown on Map 2.05.3 -1. Pre - existing light use roads will be left intact in <br />their existing condition, or re- aligned and connected, following mining. The <br />primary light use road is the road system crossing the disturbed area. These roads <br />are used by Pioneer Resources to access existing coal -bed methane wells that are <br />immediately adjacent to the reclaimed area of the mine. <br />IL Support Facilities <br />No specific approvals are granted under this section. <br />III. Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />The Division originally approved small area exemptions (SAE's) from use of <br />sediment ponds due to the limited size of the area and due to the fact that ponds <br />and treatment facilities are not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standards for receiving streams and also due to the fact that no mixing of <br />surface drainage with a discharge from underground workings will occur. The <br />small areas that were exempted were topsoil piles located along the roads, the <br />large topsoil pile on the eastern edge of the disturbed area, the office area, and <br />the service area. Only the large topsoil pile on the eastern edge of the disturbed <br />area remains under bond as other areas were released under Surety Release No. <br />2 (SL -02). (4.05.2(3)(b)(I)) <br />B. Diversions and Conveyance of Overland Flow <br />1. The Division does not approve of the use of an asphalt or concrete lining for a <br />permanent diversion. (4.05.3(2)) <br />C. Stream Channel Diversions <br />Riprap channel lining is proposed for use to control erosion. The Division <br />approves this method of channel protection since it is necessary to control <br />erosion, it provides stability, and will require infrequent maintenance. <br />(4.05.4(2)(a)) <br />2. The permanent diversions shall make use of artificial structural controls in <br />order to allow them to remain in dynamic equilibrium with the drainage basin <br />system. The Division approves the use of such structures. (4.05.4(4)(b)) <br />15 <br />
