Katryna Snowden of Seneca Coal <br />Company accomanied the inspection and represented the operator. The weather started out cold, allowing for <br />frozen roads in the morning. Fresh snow had fallen the previous day. Clear skies allowed the weather to warm <br />during the day resulting in soft roads and muddy conditions as the insection continued into the afternoon. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were inspected at the Peabody Sage Creek mine office. Several inspection reports need to be <br />filed; 2/2014 and 9/2013. Annual certification for ponds (20 13) needs to be filed. <br />HYDROLOGIC BALANCE - Rule 4.05 ❑ Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6, Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond 005 was snow and ice covered but was discharging. The spring on the west side of pond 005 <br />embankment was flowing. Embankment, side slopes and inlet to Pond 005 looked fine as could be determined <br />through snow cover. <br />Stock tank 024 was snow covered but not holding a pool of water. <br />Stock tank 020 was snow and ice covered and appeared to be holding water. Drainage 005 -E1 appeared to be <br />holding up well and showed no sign of ice dams or ditch breaches. <br />Pond 006 was snow covered but discharging. Side slopes and embankment appeared stable. <br />ROADS — Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.03.1(4)/4.03.2(4)11 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br />The inspection began on G road on the north side of the permit area.
