The
soils were stockpiled separately by soil types and /or property ownership as specified by
Permit C- 1981 -008 (PR -06).
Cover Crop
Several of the topsoil stockpiles west of 27 Road were broadcast seeded with the approved
temporary seed mix #3. The pond banks of 009, 011, 012, and 013 were broadcast
seeded with mix #3 as was their associated ditches. These seeded areas are not noted on
any Exhibits and are typically reseeded every year to aid in erosion control and to compete
with invasive plant species in disturbed areas.
• 14.10 acres winter wheat on the future irrigated and dryland pasture areas north of
BB road. Seed were planted at 70 Ibs /ac (WFC /Lloyd).
QuickGuard (sterile triticale) was planted along with seed mix #8 as per the approved
permit at 10 Ibs /ac, "QuickGuard sterile triticale seed rate will be the same whether
broadcast or drill seeded ", Section 2.05.4(2)(e) -56.
New Field Seeding and Interseeding
Three areas consisting of 3.9 acres of new, long -term seeding took place in 2013. One
area consisted of 3.4 acres of dryland pasture that was planted in the fall of 2013.
Approximately Another area consisted of 0.5 acres of irrigated pasture that was planted in
the spring of 2013. The dryland areas are generally located north of the BB Road and
west of 27 Roads. The irrigated area is generally located just south and east of the BB and
27 Roads intersection. Furthermore, 16.0 acres of dryland pasture were reseeded due to
poor seed germination and invasive annual weeds. These areas are located just north of
BB Road and west of 27 Roads. This area was disturbed in a prior year's irrigation pipeline
installation project. Two parcels totaling 25.5 acres were seeded with seed mix #5 north of
BB Road. Complications with the new irrigation system did not allow water to the
properties before June 15th. Therefore WFC will replant these areas next year. All areas
are noted in Exhibit 2013 -4. Interseeding was not performed during 2013. Attachment
2013 -B contains documentation on specific seed mixes, seeding application rates, as well
as sample of the seed tags used.
Revegetation Monitoring Report
An Interim Vegetative Monitoring Report is included as Attachment 2013 -F. This report
details several Dryland Pasture areas of the NH2 Permit. This monitoring report was
completed in accordance with the Permit, Section 2.04.5(2)(e )-7.0 Interim Revegetation
Monitoring Reclaimed - Irrigated Pastureland and Dryland Pasture. Several criteria are
outlined in this section including but not limited to; frequency of monitoring, type and
percent of vegetation, and percent cover.
Revegetated Land Fertilizer Rates and Pasture Yields
WFC did not perform soil fertility testing in 2013. However, fertilizer was applied to the
NH2 irrigated pasture properties, east of 27 Road, and the irrigated reference area in April.
Section 2.05.4(2)(e) requires a minimum of 60 Ibs /ac nitrogen and 20 Ibs /ac phosphorus
E: \Waste Water EMS \DRMS \New Horizon \NH2 Permit \Annual Reclamation
Report \2013 \2013_ARR_FINAL.doc
