analysis. In 2013, only Bench 1 materials were placed and sampled. The analytical results <br />(Attachment 2013 -A) indicate that all Bench 1 samples were below the criteria thresholds <br />(Table 2.05.4(2)(d) -1). No additional grading, special handling, or soil amendment <br />applications were required in 2013. <br />Soil Redistribution <br />In general if possible, the topsoil used for redistribution is live handled from ahead of the <br />active mining area to the awaiting regraded area. There are a total of 8 soil Zones west of <br />27 Road. Three are located north of BB Road and west of 27 Roads (non- Morgan area). <br />Occasionally, mining parameters require that some topsoil be stockpiled adjacent to a lay <br />down area prior to spreading. Currently the area south of BB Road and west of 27 Road <br />(Morgan property) is handled in this manner. This area has 5 different topsoil zones that <br />vary in thickness; A Lift (top) & B Lift (lower), and Mixed (a combination of A & B soils); all <br />are considered to be prime farmland under PR -06. These zones are striped and placed <br />into their respective stockpiles. These zones will be laid down as per Section 2.05.4(2)(d) <br />Topsoil Handling, Stockpiling and Redistribution. The different Soil Zones are noted in <br />Exhibit 2013 -6 as are the required depths for each Zone. Map 2.05.4 -4 located in the <br />current Permit, states some inaccuracies concerning soil Zones 4 and 8. The Annual <br />Reclamation Report is consistent with Table 2.05.4(2)(d) -3 of the current Permit (PR6). <br />Topsoil Thickness <br />During 2013 no topsoil was placed due to the pending approval of PR -08. Sample sites for <br />the NH 2 mining area were selected systematically utilizing a 465 foot by 465 foot grid <br />pattern. The Morgan property utilizes a 300 foot by 300ft grid pattern. Sites at NH 2 were <br />derived from CAD drawings using distances and azimuths from established survey points <br />and were located in the field with a GPS unit. <br />A backhoe, hand auger or hand shovel excavates the entire soil strata. An abrupt <br />boundary, defined by color and rock fragment content, typically occurred at the soil /spoil <br />interface. The replaced soil thickness was measured on the cut bank or hole. <br />Topsoil replacement thicknesses, both current year and historic sampling programs depths <br />are shown on Exhibit 2013 -6. The currently approved Permit; C- 1981 -008 (PR -06) has <br />several different topsoil replacement requirements which are noted on Map 2.05.4 -4 in <br />section 2.05.4(2)(d). Exhibit 2013 -6 also depicts the different topsoil zones and required <br />topsoil replacement depths. <br />Topsoil Salvage and Storage <br />All suitable soil has been salvaged ahead of mining at New Horizon 2. The approximate <br />volumes for all stored top soil are expressed in cubic yards. An aerial survey took place in <br />2013 on the area west of 27 Road. The stockpiles were reevaluated for volumes.
