March 11, 2014 C- 1994- 082/Yoast Mine JHB <br />Pond 13 was discharging clear effluent. Outfall flume and channel was snow covered. <br />Pond 14 was snow covered and not discharging. YPM 3 -2A and YPM -14 were snow covered and dis not appear <br />to be flowing at the time of the inspection. <br />Binoculars were used to observe drainages higher up in the watershed. No obvious concerns were noted through <br />the snowpack. The upper drainages did not appear to be flowing yet. <br />Ponds 10, 11, and I IA were inaccessible. <br />ROADS — Rule 4.03 Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />The mine roads were soft and un- drivable. The Yeast Access road from Routt County Road No. 27 was very <br />muddy and soft. The mine was not accessed via the Yoast access road. The mine was accessed via Routt County <br />Road No. 37. The County had not plowed County road 37, and there was approximately3 -4" of fresh snow on the <br />road. The county road was extremely muddy as well. Light Use road from Pond 12 was not driven due to soft <br />conditions. The site was accessed via snowshoes. <br />REVEGETATION — Rule 4.15 ❑ Vegetative Cover; Timing: <br />Vegetation is still dormant due to snow cover. Pond 12 shrub plantings were visible through the snow <br />cover. Buds were observed on many of the seedlings. Many of the seedlings had been browsed by wildlife. <br />SLIDES and DAMAGE - Rule 4.12: <br />Pond 12 slide area did not appear to have moved significantly during snow melt periods. The steep slope <br />north of Pond 12 was visible through thin snow cover.
