The Colowyo employee who
participated in the field inspection was Kurtis Blunt. The weather was clear and warm; the previous day had been
snowing. The ground was covered with snow over most of the mine site, and much of the site was very muddy.
Access to some areas was very limited. For example, the road to the West Pit Pond was inaccessible due to mud
and ruts.
In the South Taylor Pit high wall mining operations are still near the north end of the pit. The 115 excavator was
loading trucks in the southwest corner of the pit. Drill rigs were seen in the south/center portion of the pit.
In the West Pit, the 103 dragline was idle and no other equipment was on site.
HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Four of the sumps along the road to West Pit Pond (Sumps 2, 3, 4, and 5) were inspected. All of the sumps
but 93 were holding water. Cleaning operations in and near the sumps have been started (berms have been
constructed and grading performed), but this work is not finished at Sumps 2 and 5. There is no sign of sediment
loading into the buffer zone along Taylor Creek.
The following ponds were inspected: Work Area, Prospect, Streeter, Gossard Loadout, Stoker Siding, and Rail
Loop. The following ponds were discharging: Work Area, Prospect, Streeter, Gossard Loadout, and Stoker
Siding. For all discharging ponds, no sign of pollutants was observed. Rail Loop Pond was not discharging but
held water.
The primary spillway at the Work Area Pond was inspected. It is leaking slightly through the head gate.
