March 11, 2014 C- 1996 -083 /13owie No. 2 Mine SLB <br />Ponds B, C, D, F, and J all held water. Pond K was dry. The sewage treatment plant was being discharged to <br />Pond B. The operator began discharging Pond C into Pond D during the inspection. The water being discharged <br />was very turbid. The operator indicated that if the water cleared up, it would be sampled and discharged through <br />the approved CDPS outfall. <br />The Division is currently reviewing a technical revision (TR -84) to expand Pond J. The expansion area was <br />traversed during the inspection. There is a round concrete structure, approximately 6' diameter and 30" high in the <br />path of the expansion area. The operator indicated that he would research the structure to determine what it is and <br />whether any special handling will be required to remove it prior to excavating for Pond J. <br />Culverts and ditches on the upper fan bench, D Portal bench, and B portal bench were functional. The water tank <br />pad, above the Coal stockpile bench (north of Curve 1) had been regraded to better establish the berm and ditch to <br />direct runoff to Culvert 1313. The berm should be extended more to the east to ensure that no runoff does not <br />cause erosion on the eastern outslope of the pad. Additionally, the outfall of Culvert B 13 needed to be maintained <br />where downcutting has occurred. <br />Straw bales were in place along the Gob Pile 42 haul road, where clean water from the drainage area west of Gob <br />Pile 42 crosses under the road. <br />The west end of the railroad spur area, where the approved sediment control is a vegetative filter and sediment <br />traps, was in good condition. Grasses were beginning to emerge on the outslope of the tracks, and no erosion or <br />sedimentation was evident. <br />Small area exemptions and areas of alternate sediment control on the gob vent boreholes, Terror Creek shaft, and <br />Hubbard Creek fan site were not accessible due to muddy road conditions; the operator attempted to traverse the <br />roads but was unable to gain traction. <br />The silt fence on the south side of the Pond F access road was in poor condition. Vegetation on this area, <br />however, appears sufficient to control erosion. The operator will work with the Division to determine whether the <br />area can be approved with a vegetative filter for sediment control. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Gob Piles 1, 2, and 4 were inactive at the time of the inspection. End dumped material was observed on the upper <br />bench, on the east end of the pile. All material has been graded to drain, with the exception of a small puddle on <br />the northern tip of the pile, approximately 20'x50'. The operator indicated that much of the stockpiled material on <br />Gob Pile 43 would be turned over in the coming weeks to continue the drying process so that compaction could <br />commence. <br />Number of Partial Inspection this Fiscal Year: 12 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 16 <br />
