Bill Bear of <br />Bowie Resources, LLC was present during the entire inspection, and Tamme Bishop of JE Stover & Associates, <br />Inc. was present during much of the site inspection. Weather conditions during the inspection were variable, <br />sunshine to snow flurries and about 40 degrees. Ground conditions were dry in on the lower elevations, and <br />muddy up high. <br />The operator indicated that the longwall miner was finishing Panel 14 the day of the inspection, and that the <br />longwall move to Panel 15 would begin later that day. It is estimated that the move will take approximately three <br />weeks to complete before production begins again in Panel 15. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />No fugitive dust was observed anywhere on site. The main haul road had been washed down early on the morning <br />of the inspection, so equipment running on the surface was not generating dust. Material being moved in the Gob <br />Pile 43 area was sufficiently wet and not creating dust. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were reviewed at the Bowie Resources, LLC main office. All required documents were available for <br />inspection, as documented on the final page of this report. <br />FISH and WILDLIFE — Rule 4.18: <br />A few deer were observed along the haul road, near Topsoil Stockpile A. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Number of Partial Inspection this Fiscal Year: 12 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 16 <br />
