59 <br />Success Enhancements <br />Each clump will be fenced with 400 feet of elk -proof fencing. Fencing will <br />remain until final bond release sampling is completed with certainty of <br />success. Weed matting shall be used. Transplants will be watered twice <br />during the first season of transplant. Seeding of the rangeland seed mix will <br />be done between the weed barriers strips. <br />The Division has stipulated seeding windows (stipulation 923) for the New Elk <br />Mine. These windows are between August 15 to November 15, and April 1 to <br />May 15. NECC believes the optimum seeding time is between May 15 and June <br />1 just prior to summer thunderstorms. This is based on general observation, <br />Middle Fork flow patterns, and precipitation records of the New Elk Mine. The <br />operator requested and received approval from the Division to extend the spring <br />seeding window to June 1, rather than May 15. <br />Section 2.05 TR -68 6/10/2013 <br />
