These <br />species shall compromise at least 5% and no more than 60% relative cover and <br />shall consist of perennial, non - noxious species. <br />Woody Plant Density <br />Woody plant density will be determined by conducting a total census within each <br />shrub clump. Success will be confirmed when the count of live shrubs after all <br />clumps are counted averages 65 live stems per clump. <br />To improve and enhance wildlife habitat on reclaimed lands, NECC proposes to <br />establish shrub clumps on the reclaimed lands. Over 30 years of coal mine <br />reclamation in Colorado has resulted in successful techniques concerning re- <br />establishing shrubs on reclaimed areas. NECC believes that it is prudent to use <br />these techniques, to not only establish wildlife habitat, but to ensure the greatest <br />chance of successful reclamation results.
