previously observed the completion of the grading, topsoil and seeding work and had found the work <br />acceptable. Some dry standing vegetation was evident through the snow, and no rills or gullies could be <br />noted forming on the regraded outslopes. <br />Routt County Road and Bridge Department Assistant Director, Mr. Mike Mordi, sent the Division <br />confirmation of RCR No. 27 Roundabout work completion on December 20, 2013. Routt County was <br />satisfied that work on the roundabout site had been completed in accordance with the county's plan. <br />Routt County's project specifications are in agreement with DRMS regulations. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, <br />the Division finds that Seneca Coal Company, LLC has replaced topsoil in accordance with the <br />approved reclamation plan, and has established vegetation adequate to control erosion. <br />PHASE III <br />The post - mining land use for the 6.25 -acre parcel requested for final bond release is approved to be <br />commercial /industrial land use. Routt County has constructed a traffic round -about on a portion of the <br />reclaimed parcel. The round -about construction and subsequent regrading and reclamation were <br />conducted by the county to the county's specifications. Routt County representatives were satisfied with <br />the work conducted on their property, and had implemented the construction of the road improvements. <br />Routt County re- established a previously existing stocktank at the southern end of the parcel, and <br />implemented a grass lined drainage channel that blends with the existing channel to the north of the <br />parcel. Rills or gullies were not observed on the slopes and the regraded areas appeared stable. <br />The Routt County right -of -way was regraded under Routt County Road and Bridge department control, <br />and in accordance with Routt County specifications. Drainage from the site was established to drain <br />away from county road, to the west of the excess material pile. Drainage continues northward into <br />previously established drainage and existing culvert. All existing topsoil was replaced in accordance <br />with county specifications. Routt County specified seedmix was used on areas requiring vegetation. <br />Due to the post- mining land use of commercial /industrial, portions of the parcel will not have vegetation <br />re- established. These areas include the graveled parking /snow storage area and the roadway. <br />The surface landowners had previously approved of the post- mining land use and configuration. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, <br />the Division finds that Seneca Coal Company, LLC has successfully completed all surface coal mining <br />reclamation operations in accordance with the approved reclamation plan and met all requirements of the <br />Act and the Rules. <br />C1994 -082 Yoast Mine SL5 7 March 5, 2014 <br />
