Bridge Department purchased 1.97 acres of land associated with the county road and began construction <br />of a roundabout at the intersection of Routt County Road (RCR) No. 27 and RCR 27A. <br />The construction of the roundabout was completed in 2013 by Routt County. Although the construction <br />and subsequent reclamation work was conducted within the Yoast Mine permit boundary, the project <br />and work was conducted within the Routt County right -of -way, on acreage owned by Routt County, and <br />was conducted under the control of Routt County. SCC was not responsible for the re- disturbance of the <br />portion of the Dragline Deadhead Route included in the bond release parcel. <br />Slopes were graded to 3(h):1(v) or less in accordance with Rule 4.14.2 and Permit Tab 13. The site was <br />graded to drain runoff and snowmelt to the northwest. The County improved a small catch basin at the <br />southern portion of the bond release block that will treat runoff from the roundabout before draining <br />northward to a grass lined channel. Tab 13- Attachment 13 -10, Figure 1 (p. 13 -10 -8) shows that a small <br />embankment existed at this location prior to the deadhead route construction. Runoff is directed to a <br />previously existing county road culvert. The area has been graded to keep drainage from the road and <br />the bond release block within the County right -of -way. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, <br />the Division finds that Seneca Coal Company, LLC completed backfilling, grading and drainage <br />reestablishment at the Yoast Mine in accordance with the approved reclamation plan. <br />PHASE II <br />In 2013, the Division approved a change to the post - mining land use for the 6.25 -acre parcel requested <br />for bond release from rangeland to industrial/commercial (TR52) due to Routt County's plan to <br />construct a permanent traffic roundabout at this location. As a result of the post- mining land use change <br />for this parcel, topsoil replacement requirements and vegetation establishment requirements for the bond <br />release parcel need to be adequate to control erosion. <br />All available topsoil was redistributed on areas not covered with pavement, stock tank, or gravel, in <br />accordance with Routt County's requirements. Routt County specified the native seed mix that was <br />seeded in the fall of 2013 on the regraded slope and center of the round - about. The seed mix is <br />described in Section 2821 of Routt County contract document (12 -08 RC). The Routt County native <br />seed mix is composed of <br />%PLS <br />Perennial Rye 20 <br />Crested wheatgrass 10 <br />Hard fescue 40 <br />Streambank wheatgrass 30 <br />PLS =Pure Live Seed <br />At the time of the December 18, 2013 bond release inspection, a thin cover of snow existed on the site. <br />The condition of the vegetation was not observable at the time of the inspection. County inspectors had <br />C1994 -082 Yoast Mine SL5 6 March 5, 2014 <br />
