Brian Watterson of Twentymile Coal <br />accompanied the inspection. The weather was cloudy and the mine site was snow covered at the time of the <br />inspection. This inspection focused on approved activities associated with the Refuse Disposal Areas. <br />GENERAL MINE PLAN COMPLIANCE: <br />The Foidel Creek Mine is currently in a Longwall Miner move from the 12 LT inby panel to the 15 LT Panel. No <br />coal trains were observed loading or unloading at the time of the inspection. <br />OTHER (SPECIFY): <br />Jerry Nettleton of Peabody Energy contacted the Division prior to this on- the - ground inspection to inform the <br />Division of a spill of a non - toxic /non - hazardous water tracer dye in one of its underground operating systems to <br />assist in detecting any system leaks, and also as a means of detecting potential exposure of employees to fluid <br />injection from any leaks in the high - pressure components of the operating system. The area of the spill was <br />contained and cleared of the dye at the time of the inspection. The containers holding the dye were in place at the <br />oil containment area near the warehouse. Do to the amount of snow cover and the possibility that some dye may, <br />have flowed under the snow, a determination could not be made that all of the dye was removed. However, based <br />on this inspection, no current off -site impacts were noted. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Refuse material continues to be placed in the RDA expansion area. Material was being stockpiled at the time of <br />the inspection. The RDA was snow - covered in areas not being used for stock - piling. The refuse material had not <br />yet reached the head of the under -drain of the RDA and the first layer of underdrain material has been placed <br />extending the underdrain approximately 30 additional feet. The exposed under -drain was stable and constructed as <br />designed. Phase 1 of the RDA expansion is nearing completion. <br />The first bench has been completed and the second bench is near elevation.
