PEULE <br /> DISTRICT 3 ! f DIRECTOR,OFFICE OF BUDGET <br /> BOARD OF COUNTY COMMISSIONERS <br /> DEPARTMENT OF PLANNING AND DEVELOPMENT 001) <br /> MEMORANDUM <br /> TO: Pueblo County Planning Commission 10 ��C� <br /> FROM: Phil , r, Senior Planner ► ���'' u� �(u�nl � <br /> DATE: June 9, 1999 _ <br /> SUBJECT: a se Permit o. 1999-002 <br /> Rio Grande Portland emen orp., Applicant <br /> Colorado State Land Board, Owner <br /> Richard Hipwell, Representative <br /> PURPOSE: <br /> Applicant requests a special use permit to allow for Mineral Extraction, Processing, and <br /> Cement Manufacturing in an A-1, Agricultural (minimum 40 acres) Zone District upon <br /> approximately 500 acres of privately owned and leased property and 5,400 acres of <br /> leased State Lands (Exhibit 1 a). <br /> OWNERSHIP AND AUTHORIZATION TO ACT <br /> A letter from Mr. Mark Davis, Minerals Director, Board of Land Commissioners, dated <br /> April 29, 1998, indicates the applicant, Rio Grande Portland Cement, has the consent of <br /> the Board of Land Commissioners to act on behalf of the Commission for this special <br /> use application (Exhibit 1 b). Rio Grande is lessee under mining lease GM 3299. The <br /> State of Colorado owns both the surface and mineral estates granted through the USA <br /> Colorado Enabling Act of 1876, and subsequent in-lieu sections. Supplemental <br /> information submitted by the applicant indicates that only a 1480-acre portion of the <br /> State-owned lands are currently under lease. A lease describing approximately 5,400 <br /> acres was obtained from Mr. Davis, but the lease has not been fully executed.
