There are no notable changes to traffic patterns on Teller County roads associated with <br />implementation of MLE2. A revised traffic study is provided as Attachment 5 to this <br />application. <br />Blasting and associated seismic monitoring will continue as per approved practices. Specific <br />blasting scaled distance information was developed for the Amendment No. 8 Cresson Project <br />and is applicable to the proposed MLE2 activities. <br />Air quality is regulated under CC &V's facility wide air quality permit issued by the Colorado <br />Department of Public Health and Environment. CC &V continues to monitor air quality at the <br />Rigi Monitoring Station in accordance with the monitoring requirements of the permit. An <br />application for modification of the air quality permit is being requested as part of this permitting. <br />As discussed in Attachment 1 of this application, Teller County will be kept informed of permit <br />changes with copies of any new issued permits. <br />There are no new proposed water discharge permits or water related permits required for MLE2. <br />The site -wide storm water designs have been updated and the design report is included as <br />Attachment 10. The Storm Water Management Plan will be updated to address changes in the <br />mining plan. <br />CC &V's current operations are an economic driver in Teller County. Total direct and <br />indirect/induced employment in Teller County resulting from the current 2011 operations equals <br />993 jobs. The 993 jobs result from operations and maintenance, exploration drilling, severance <br />tax payments, royalty payments, contributions, and reclamation expenditures. Of the 993 jobs, <br />794 jobs result just from the operations and maintenance expenditures. Total 2011 direct and <br />induced earnings in Teller County equals $31,922,000. Regional and statewide total <br />employment effects are 2,194 and 4,444 jobs respectively. Direct and induced regional earnings <br />effects equaled $69,932,000 in 2011, while statewide earnings effects totaled $153,763,000. The <br />$79,700 average 2011 employee wage and benefit package offered by CC &V is about twice the <br />estimated 2011 median wage and benefit package of $38,961 ($30,992 wages plus assumed <br />25.7% benefit package) for all private sector industries in Teller County. <br />As part of this MLE2 application, an updated socio- economic analysis was conducted as found <br />in Attachment 11. Implementation of MLE2 also will be an economic driver in Teller County. <br />In summary, over $15.9 million in contributions and grants are expected to be donated by CC &V <br />to local communities from 2011 through 2025, when active mining is currently scheduled to <br />cease. Residents of the region could expect over $155 million in royalty payments from 2011 <br />through 2025. Teller County and its municipalities can expect to receive over $4.3 million in <br />sales tax revenue from 2011 through 2042 ($1.2m to County, $3.1m to municipalities). <br />Municipal and county governments in the Region can expect about $12.9 million in sales tax <br />revenues, while municipal and county governments statewide can expect about $28 million. The <br />State of Colorado itself is forecasted to receive over $24.0 million in sales tax revenues as a <br />result of CC &V's mining activities. <br />
