The ore coming from the crusher system will be stockpiled near the High Grade Mill facilities <br />and then fed into the rodiball mills to grind the ore material into the smaller size needed for <br />milling. From there, the properly sized ore material will be fed into a froth flotation circuit. The <br />froth flotation will produce gold concentrate slurry that is pumped to a re -grind mill and then <br />transferred to agitated cyanide leach tanks where gold will be pulled from the ore material into <br />solution. From the agitated cyanide leach tanks, the concentrate material will be transferred to a <br />CIP circuit where the gold in solution attaches to activated carbon. The gold - loaded carbon will <br />be transferred to the AGADR carbon stripping circuit by truck in double - walled containment <br />vessels. The ground product (or concentrate) from the CIP circuit, after reporting to the <br />dewatering/agglomeration circuit, will be agglomerated and blended with the crushed ore <br />material for placement on one of the VLFs for additional gold recovery. <br />The SGVLF is designed in a similar manner to the existing AGVLF with the same containment <br />features that have been successfully used at the AGVLF. The SGVLF area will consist of an <br />additional +/- 15 million square feet (surface area corrected for slope) of geomembrane -lined <br />area. These structures will include the use of composite liner systems, similar to those approved <br />and used for the AGVLF. <br />The Regulatory Process <br />Teller County Land Use Regulations ( "LURs ") require that amended MDP approvals within the <br />CCMOD be handled through the Appendix CC -10 — Cripple Creek Mining Overlay District, with <br />the recognition that all existing non - mining Conditional Use Permits remain valid. <br />The Appendix CC -10, Section 3 regulations require a substantial amount of information, <br />presumably anticipating mining proposals in new or green fields areas. MLE2 is an extension of <br />the existing Cresson Project, within approved permit boundaries, using approved mining and <br />reclamation practices. Much of this information is duplicative of that previously provided under <br />the MLE (Amendment No. 9) and subsequent Technical Revisions. Key information required <br />for this submittal is brought forward while other information is provided through specific <br />reference to the MLE application or provided in the attached OMLR application. <br />Due to the quantity of information required to be provided, and specifically because much of the <br />information pertains to an already approved and operating property, CC &V requests those third <br />parties reviewing the project with Teller County recognize that the approved Cresson Project is <br />not the subject of this submittal; rather, it is solely the proposed MLE2 activities. CC &V <br />requests your assistance in providing this guidance. <br />The Project Elements <br />The proposed MLE2 activities are internal to the Mining Overlay District Boundary. Land <br />included within the MLE2 Permit Boundary is owned or controlled by CC &V unless otherwise <br />shown. Land ownership is described in Attachment 1, Table 2 to this application. <br />Portions of the MLE2 affected areas are located closer to the permit boundary and closer to <br />habitable structures than previous activities in the permit area. Therefore, noise analyses, noise <br />mitigations, and noise monitoring are provided to assure compliance with the stipulated <br />residential noise standards. A noise report is provided as Attachment 8. <br />
