I, Jared Ebert of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. <br />Graham Roberts with Trapper Mine accompanied me during the inspection. The weather was partly cloudy and <br />cool until about 1500 when it began to snow. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The records were checked at the mine office. No problems were observed. See the end of the report for details. <br />BACKFILL and GRADING — Rule 4.14; Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.143; Stabilization of Rills and Gullies 4.14.6: <br />Spoil was concurrently being backfilled behind the excavation of K -Pit and L -Pit. <br />Fly ash is continuing to be backfilled in the Ash Pit. The recently regraded parcel A -13-13 was observed. Minor <br />rills were noted. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The Horse Gulch Fill was partially snow covered. The top face of the fill was free of snow and only minor rills <br />were observed. The side drains were covered with snow but appeared functional. <br />EXPLOSIVES — Rule 4.08; Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />The blast crew was preparing for a blast at the south end of L pit; however, the Division did not witness the blast. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 16 <br />
