Gloria Z Pit SWSP Page 3 of 5 <br />February 18, 2014 <br />• Alluvial aquifer width (W) = 23,440 feet <br />• Specific yield (S) = 0.10 <br />• Transmissivity (T) = 60 gallons per day per foot <br />Lagged depletions resulting from past (2013) and projected use of ground water at the site are <br />estimated total 0.89 acre -feet during this plan period, as shown in the attached Table 4. <br />Replacements <br />A lease of 1 acre -foot of fully consumable water provided by HASP will be used to make <br />replacements (copy attached). The current lease is valid until October 1, 2014; therefore this <br />SWSP shall expire on October 1, 2014 unless an additional lease valid through October 31, 2014 <br />is obtained and provided to this office. <br />The lease agreement specifies the primary source of augmentation water as water stored in <br />Spinney Mountain Reservoir. However, the lease agreement states that HASP may substitute any <br />source of water it has available with approval of the division engineer. If water other than fully <br />consumable water decreed for augmentation use, and stored in Spinney Mountain Reservoir, is used for <br />replacement purposes under this SWSP such releases must be coordinated with the water <br />commissioner to assure that such source is adequate to replace depletions in time, location and <br />amount. <br />According to the lease, HASP may not always be able to deliver water to, or exchange water to, <br />the point of depletion on the Middle Fork of the South Platte River as a result of stream flow conditions. <br />Should HASP be unable to deliver or exchange water to the point of depletion, the Applicant must notify <br />the water commissioner as soon as possible and describe how such depletions will be replaced. <br />The attached Table 5 shows the monthly projected depletions and schedule of replacements for <br />this plan period. <br />Long Term Augmentation <br />In accordance with the letter dated April 30, 2010 from the Colorado Division of Reclamation, <br />Mining, and Safety ( "DRMS "), all sand and gravel mining operators must comply with the requirements <br />of the Colorado Reclamation Act and the Mineral Rules and Regulations for the protection of water <br />resources. The April 30, 2010 letter from DRMS (copy attached) requires that you provide information <br />to DRMS to demonstrate you can replace long term injurious stream depletions that result from mining <br />related exposure of ground water. Upon completion of mining operations and reclamation, there will be <br />no permanent water exposure and the site will be reclaimed to rangeland. In accordance with approach <br />number 3, a total bond amount of $78,218, which includes the cost of backfilling the ponds, has been <br />set by DRMS and obtained by the Applicant. <br />Conditions of Approval <br />I hereby approve the proposed SWSP in accordance with § 37 -90- 137(11), C.R.S., subject to <br />the following conditions: <br />This SWSP is approved with the effective date of November 1, 2013 and shall be valid through <br />October 1, 2014 unless otherwise revoked or modified. The expiration date may be extended <br />to October 31, 2014 if an additional lease of replacement water is obtained and provided <br />to this office prior to October 1, 2014, and such lease is valid through October 31, 2014.
