2013 Annual Reclamation Report <br />Southfield Mine <br />Energy Fuels Coal, Inc. <br />Southfield Mine <br />2013 ANNUAL RECLAMATION REPORT <br />Tntrnrinctinn <br />This Annual Reclamation Report documents all final reclamation and site maintenance activities <br />conducted by Energy Fuels Coal, Inc (EFCI) at the Southfield Mine and associated Loadout <br />during the 2013 calendar year. Included with this report are text, discussion, and maps, in <br />accordance with the requirements of Rule 2.04.13. In addition, the Division's Annual <br />Reclamation Report form is completed and attached hereto. <br />EFCI ceased coal mining and processing activities in late December 2000. EFCI subsequently <br />filed for permanent cessation of operations, and commenced final reclamation of the site during <br />August 2001. <br />At the end of 2003 a total of approximately 82.1 acres of the total disturbed area of 105.8 acres, <br />had been backfilled, graded, topsoiled, and stabilized with permanent seeding and mulching. This <br />total reclaimed acreage included approximately 14 acres previously (1997) reclaimed in the <br />Loadout area and approximately 68.6 acres reclaimed during 2001 -2003 in the Mine Site Area. <br />The 23.7 acres of disturbed area that remain include roads, facilities, sediment control structures, <br />and soil stockpiles, of which approximately 15.3 acres are long -term facilities that have been <br />approved for permanent retention in conjunction with the approved postmining land use. The <br />remaining disturbed areas comprising 8.4 acres are associated with temporary facilities that will <br />remain in place for some portion of the reclamation liability period to provide ongoing access and <br />sediment control. <br />During 2012, an additional 0.5 acre was backfilled, topsoiled, seeded and mulched in response to <br />six subsidence features that had occurred at the abandoned Canon National Mine in the NE 1/4 of <br />Section 25 within Southfield's permit area. The subsidence mitigation was completed during the <br />previous reporting period (Oct 2012). <br />Interseeding of approximately six (6) acres within the Corley property in the Mine Facilities Area <br />was completed in October 2004. The interseeding was done in response to violation #CV -2004- <br />003, issued by the DMG, citing EFCI for mistakenly not seeding the appropriate `revised' seed <br />mixture as approved. To date, the interseeding effort continues to show success. <br />As part of EFCI's regular site maintenance activities and in conformance with any concerns noted <br />by the DRMS in their regular site inspections, surface water control structures and roads were <br />inspected.
