Id. at (2)(i) <br />emphasis added. <br />It is undisputed that the vase majority of the soils on the Morgan Property <br />constituted prime farmland soils in their pre- mining condition. <br />b. Procedural Requirements for Operations on Prime Farmland. <br />Surface coal mining is permitted only subject to the terms of a permit issued <br />under SCMRA. A permit application "shall include" a soil survey prepared in <br />accordance with the standards established by the United States Department of <br />Agriculture where a "reconnaissance inspection suggests" the presence of prime <br />farmlands. C.R.S. § 34- 33- 110(2)(q). As part of a permit application an applicant <br />is required to submit detailed reclamation plans which include, among other things, <br />a detailed discussion of the land capability prior to mining, including "appropriate <br />classification as prime farmlands" C.R.S. § 34 -33 -11 l(1)(a)(II), (III). When a <br />SCMRA that its provisions conform precisely with federal law. See C.R.S. § 34 -33 -108. <br />
