the "Unsuitable Subsoil Backfll Mitigation Plan" will be followed to mitigate the
problems as much as possible.
Both the "Regraded Spoil Backfill Material Monitoring Program" and the "Unsuitable
Subsoil Backfll Mitigation Plan" are outlined in Section 2.05.4(2)(d) of the NHN Permit.
Acres Topsoiled
Work consisted exclusively of pre - production activities and initial boxcut excavation. No
topsoil was re- distributed during 2013 on the NHN Permit.
In the future, when areas are being topsoiled, the procedures as outlined in Section
2.05.4(2)(d) will be followed. Before topsoil is re- applied, the regraded spoil material
will be scarified to a depth of 12 -24 inches to reduce compaction.
After final grading and topsoiling, the total depth of topsoil and suitable subsoil must be
at least 3 -4 feet thick as described in Section 2.05.4(2)(d).
Vegetation Planted
No permanent seeding or revegetation was performed during 2013 on the NHN Permit.
Temporary seeding of the topsoil stockpiles, pond embankments, and collection ditches
using the Permit approved seed mix #3 (dryland) was performed. These areas are
depicted in Map 2013 -6 associated with this report.
Previously Re- vegetated Areas
No re- vegetation, fertilizing, or farming activities have taken place on the NHN Permit in
2013.
Re- vegetation Monitoring Reports
Work consisted exclusively of pre - production activities and initial boxcut excavation. No
reclamation related re- vegetation, fertilizing, or farming has taken place on the NHN
Permit in 2013. For Irrigated Pasture, interim re- vegetation monitoring will occur in years
3 (for phase 2) and 7 (prior to final bond release). Final monitoring will occur in years 9
and 10 following final reclamation or later (Sec. 2.05.4(2)(e) pg. 34 -35). These reports
will be provided here in future Reclamation Reports when required.
Weed and Pest Control Activities
Spraying for noxious weeds was evaluated on approximately 91 acres of the NHN permit
area during 2013. Map 2013 -4 shows the general areas and number of acres that were
sprayed. As noted on the weed applicator's invoice, 80 acres of the total area received
weed spray.
BackCountry Vegetation Management LLC, Colorado License #11824, of Norwood, CO
conducted the spraying activities. Russian knapweed was the main target.
M:\DATA \Word\NHN Ann Rec Reports\2013\NHN 2013 Annual Reclamation Report.doc
-4—
