Susan Burgmaier -6- February 7, 2014 <br />reports to Pond J. The revised plan submitted by BRL indicates that drainage from <br />these two stockpiles will be discharged directly off -site via the East Clean Water <br />Diversion and Culvert H -1. Map 21 -3 indicates that there will be a berm around each <br />stockpile, but there is no further information regarding sediment control. To comply <br />with Rule 4.05.2(1), this drainage must be passed through a sediment pond or other <br />approved treatment facility (silt fence, straw wattle, etc.), or be exempted under Rule <br />4.05.2(3). Please either revise the drainage plans to route drainage from the <br />East and West Topsoil stockpiles to Pond J, provide design information for <br />alternate sediment control structures for these stockpiles, or demonstrate <br />that the stockpile area disturbance is eligible for exemption from Rule <br />4.05.2(1) under Rule 4.05,2(3). (Rules 4.05.2(1) and 4.05.2(3)) <br />BOW2: Please see revised Map 21 -3. All runoff will be directed to a straw waddle /straw <br />bale for each topsoil pile location. This flow will then be directed to the clean water <br />ditch and will bypass Pond J. Please see also revised Maps 20 and 15 -3. A silt <br />fence /straw waddle design has been provided, beginning on page App. B -75. <br />23. DRMS: The table on page App. B -2 of Volume XI indicates that the design flow for <br />Culvert 31 is 0.3 cfs. The Sedcad run, on page B -33 shows a flow of 20.92 cfs; the <br />Structure detail sheet on page B -26 is based on 20.33 cfs. Please revise pages App. <br />B -2, B -26, and B -33 for consistent flows for Culvert J1. <br />BOW2: The flow on B -26 (now page B -29) is correct. In the initial application package, <br />the ditch detail sheet was updated, but the Subwatershed Detail, and ditch and <br />summary sheet were not. Please see revised pages App. B -2 and B -36 (old page B- <br />33). <br />24. DRMS: The table on page App. B -2 of Volume XI does not show the 12" rip rap that <br />is specified for Ditches J9 and J11 on the designs presented on pages App. B -51, App. B- <br />53, and Map 18. Please revise the table on page App. B -2 so that the <br />specifications for Ditches J9 and J1 are consistent with the designs on page <br />App. B -51 and App. B -53. <br />BOW2: Please see revised page App. B -2 <br />25. DRMS: We are unable to locate supporting calculations or design information for the <br />Culvert J9 sizing. Please provide supporting calculations for the 24" double <br />barrel configuration proposed for Culvert J9 on page B -2 of Volume Xl. (Rule <br />2.05.3(4)(a)(ii)) <br />BOW2: Please see new SedCad page B -58 for Culvert J9. In order to provide a design <br />with SedCad, the flow was divided in two. Half of the flow can be passed with on 24" <br />
