Susan Burgmaier -13- February 7, 2014
42. DRM : Figure I of Volume XI Coal Mine Waste Disposal Area -
a) This map has been revised to show the proposed reconfiguration of Gob Pile #3 and
proposed changes to topsoil storage. Please revise the title of this map to
indicate thatitis Coa /Mine Waste Disposa /Area No, 3, Other than the fact
that this map resides in Volume XI, there is nothing to identify it as Gob Pile #3.
b) There are two -cross sections D -D' shown on the map — one through Gob Pile #3
and one through the Material Storage Area northwest of Gob Pile #3. Please
eitherremove the section through the materia /storage area orreassign a
different label to it and provide its cross - section,
BOW2: Section D -D through the Material Storage area has been removed and the
Title block has been revised. Please see Figure 1.
c) The outline of the original location for the Proposed Coverfill Stockpile appears on
the eastern end of the map. Please remove this outline, since there will be
no proposed disturbance in this area,
BOW2: The outline has been removed. Please see revised Figure I.
d) Cross - Section E -E' has two lines — one labeled "Existing Topsoil Pile" and the other
"As -Built Topsoil Pile ". These labels are somewhat synonymous, and might be
clearer if they were consistent with the labels used in Cross Section D -D' and G -G' —
"...after initial topsoil salvage" and "Proposed Topsoil Pile ". Please revise the
labels used in Cross - Section E -E' for clarity and consistency with Cross -
Section D -D' and Cross Section G- G.
BOW2: Sections D and G are accurate, they are 'proposed surfaces'. Section F
surfaces are not proposed but as -built surfaces . The portion of the east topsoil
stockpile labeled as "Existing" is the topsoil that was salvaged from the construction
of the unit train loadout, and will be used for reclamation of the loadout. The "As-
Built" topsoil stockpile is the topsoil salvaged from the footprint of gob pile #3, so it
is not proposed, it is in- place. To clarify further, the surfaces have been re- labeled
as -built topsoil stockpile "F" and as -built topsoil stockpile "F1 ".
Reclamation Cost Estimate — Rule 2.05.4()(b)
43. DRM : BRL provided a reclamation cost estimate for the increased coverfill material to
be replaced on Gob Pile #3. The cost estimate has not been reviewed at this time, as we
need additional information:
a) The volumes may need to be revised, dependent on the final approved coverfill and
topsoil replacement volumes.
b) Please provide the volume of additional pond excavation material that
will be required to be moved from the Pond .7 access road back to the Pond 1
