J <br />7 <br />7 <br />7 <br />j <br />39 <br />1 ever seen, and that detail was -- was really put <br />2 into it because of -- because of the landowners' <br />3 concerns and because we knew we had prime farmland, <br />4 we knew we had water issues, and we really worked <br />5 very hard with the division to make a really solid <br />6 plan. <br />7 And the final issue, which is very <br />8 much related to the topsoil management, is the prime <br />9 farmland. The prime farmland determination on the <br />10 that ground was made back in PR 5 in 1999. <br />11 We absolutely did not know that the <br />12 Morgan property was prime farmland when mining and <br />13 topsoil stripping started on that property. It was <br />14 no one's fault. <br />15 And when it was determined in <br />16 February 2008 that it was prime farmland, we <br />17 immediately changed the procedures. No one ever <br />18 fought the status of it being prime farmland, and we <br />19 immediately took steps to salvage all the topsoils <br />20 and come up with this good plan. <br />21 All the prime farmland was designated <br />22 as cropland, and the Morgans requested alfalfa, <br />23 which is what they had done before, and that was <br />24 what was in the premine vegetation survey.
