order on Wednesday, November 17, 2010, at
approximately 9:00 a.m. The following members were
present: Ira Paulin - Chairman, Catherine
Kraeger - Rovey, Barbara Green, Jim Amick, and Robert
Randall.)

MR. PAULIN: Okay. We're back in
session. Next item is formal public hearing,
Western Fuels, Colorado, LLC, File C- 1981 -008.
All those wishing to testify, please
stand and raise your right hand.

MR. PAULIN: Our first order of
business is the proposed hearing order. Would
you -- I've asked our attorney to do a brief
