VIII. Contemporaneous Reclamation — 4.13
The PR 8 application does not affect or modify previously issued findings and
approvals pertaining to contemporaneous reclamation.
IX. Backflling and Grading — 4.14
The PR 8 application does not affect or modify previously issued findings and
approvals pertaining to backfilling and grading, with the following addition. Final
backfilling and grading will be delayed beyond 180 days after final coal removal due to
the justification provided with the letter dated January 29, 2014 from Tri -State
Generation and Transmission Association, Inc. on behalf of WFC. Backfilling and
grading will be completed by the end of 2014, as documented on the PR 8 permit page
2.05.4(2)(d) -1.
X. Revegetation — Rule 4.15 and Postmining Land Use — Rule 4.16
The PR 8 application addresses the revegetation requirements of the Regulations (Rule
4.15, 2.05.4 and 2.05.5), with the application "Section 2.05.4(2)(e) Revegetation ",
pages 2.05.4(2)(e) -1 through 2.05.4(2)(e) -73. The pages are accompanied by a Table of
Contents for the section. Tables 2.05.4(2)(e) -1 through 2.05.4(2)(e) -4 are also included.
Attachment 2.05.4(2)(e) -2 and 2.05.4(2)(e) -3 are removed. Attachments 2.05.4(2)(e) -I,
and 2.05.4(2)(e) -4 through 2.05.4(2)(e) -12 are included. Attachment 2.05.4(2)(e) -7 is
revised with PR 8. This section of PR 8 also includes Maps 2.05.4 -5 and 2.05.4(2)(e) -3.
The PR 8 "Section 2.05.4(2)(e) Revegetation" provides detailed information regarding
postmining vegetation and land use types, seed mix information, irrigation and land
management techniques, rill and gully stabilization methods, weed control practices,
vegetation monitoring methods and reporting, annual reporting and revegetation
success criteria and measurement methodologies.
The PR 8 adds the use of a reference area for the measurement of revegetation success
on the areas to be reclaimed as irrigated cropland. This reference area is shown on Map
(with photo) 2.05.4(2)(e) -3. The reference area is located on the Morgan property.
