II. Topsoil — Rule 4.06 <br />The PR 8 application addresses the topsoil requirements of the Regulations (Rule 4.06, <br />2.05.3 and 2.05.4), with the application "Section 2.05.4(2)(d) Topsoil Handling, <br />Stockpiling and Redistribution ", pages 2.05.4(2)(d) -1 through 2.05.4(2)(d) -33. The <br />pages are accompanied by a Table of Contents for the section. Tables 2.05.4(2)(d) -1 <br />through 2.05.4(2)(d) -4 are also included. Attachment 2.05.4(2)(d) -1 is removed. <br />Attachments 2.05.4(2)(d) -2 and 2.05.4(2)(d) -3 are included. This section of PR 8 also <br />includes Maps 2.05.4 -4, 2.05.4 -6, 2.05.4 -7, and 2.05.4 -9. <br />As of PR 8 submittal, all areas east of 2700 Road were previously backfilled, topsoiled <br />and seeded. These areas are affected by the PR 8. The Section "2.05.4(2)(d) Topsoil <br />Handling, Stockpiling and Redistribution" provides details regarding soil and <br />overburden quality and quantity, soil and overburden sampling, soil storage locations <br />and quantities, soil and overburden usability criteria, including material quality <br />sampling procedures and results, rock - picking procedures and soil and overburden <br />redistribution depth and quantity requirements. <br />"Attachment 2.05.4(2)(d) -3 WFC Extra and Johnson Bench 1 Soil Sampling Results" <br />includes justification for the subject materials to be used in the reclamation and soil <br />replacement process. Detailed chemical and physical analyses were conducted on <br />samples from soil stockpiles 6,7,9,10,12 and overburden stockpile 1. The results are <br />presented in Attachment 2.05.4(2)(d) -3, with the conclusion that the subject materials <br />may be used as proposed in PR 8. <br />Soil materials stockpile locations and quantities, soil replacement zones, and soil <br />replacement depth requirement details are shown on Map 2.05.4 -4 (Postmining Topsoil <br />Replacement, New Horizon 2 study Area), Map 2.05.4 -6 (Morgan Property Topsoil <br />Replacement Plan), Map 2.05.4 -7 (WFC, Lloyd, & Benson West Properties Topsoil <br />Replacement Plan) and Map 2.05.4 -9 (Topsoil Stockpile Map as of September 2011). <br />The above - referenced application materials are hereby incorporated by reference, and <br />found to be in compliance with Rules 4.06, 2.05.3 and 2.05.4. <br />III. Sealing of Drilled Holes and Underground Openings — Rule 4.07 <br />The PR 8 application does not affect or modify previously issued findings and <br />approvals pertaining to sealing of drilled holes and underground openings. <br />IV. Use of Explosives — Rule 4.08 <br />The PR 8 application does not affect or modify previously issued findings and <br />approvals pertaining to the use of explosives. <br />V.
