Yoast SL -5 Bond Release Mine Site Evaluation <br />Mine Name: Yoast Mine <br />Permittee: Seneca Coal Company, LLC <br />Permit ID#: C- 1994 -082 <br />Inspection Date: December 18, 2013 <br />Inspection Type: Phase I, II, and III Bond Release (6.25 acres) <br />Weather Conditions: Clear and calm, warm temperatures. <br />Participants: <br />Jay James and Katryna Snowden, Operator Representatives <br />Janet Binns, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Daniel MacKinnon, Office of Surface Mining Reclamation and Enforcement ( OSMRE) <br />Jennifer Maiolo, Bureau of Land Management (BLM) <br />Mike Mordi, Routt County Road and Bridges <br />On December 3, 2013, DRMS deemed the SL -5 bond release application submitted by Seneca <br />Coal Company, LLC (SCC) complete. SL -5 requested a Phase I, II, and III (Final) bond release <br />of 6.25 acres, and included a brief description, parcel reclamation histories, and maps of the <br />acreage under consideration. DRMS and SCC notified all pertinent parties of this bond release <br />inspection. DRMS, OSMRE, BLM, Routt County Road and Bridges, and the operator were the <br />parties that attended this inspection. Prior to and after this evaluation I reviewed the bond release <br />application and other relevant files from both the OSMRE Western Region Office and the online <br />database maintained by DRMS. <br />Federal, State, and private coal was mined within the C- 1994 -082 permit boundary ( Yoast Mine <br />is under permanent cessation), although the 6.25 acres under consideration with this SL -5 bond <br />release was not mined for coal. OSMRE is a co -payee on the reclamation surety bond. SCC has <br />requested a surety release of $16,382.81 on the 6.25 acre parcel under consideration within the <br />SL -5 application. DRMS administers the bond release process in part through the State- Federal <br />Cooperative Agreement found at 30 CFR, Part 906.30. <br />Janet Binns began the inspection in the mine office on the morning of December 18, 2013 at <br />11:00 am with a brief overview and description of the bond release site, which has a post mining <br />land use of Commercial/Industrial ( Yoast TR -52, with vegetation standards described in Rule <br />4.15.10). During this meeting it was mentioned that 1.97 acres of this parcel is the property of <br />Routt County (lands within and adjacent to the Roundabout at Routt County Road 927 (RCR27) <br />and the entrance to Peabody Sage Creek Mine) and the rest is privately owned by Dennis A. and <br />Laurie L. Hallenbeck. We discussed that the land under consideration in SL -5 last served as the <br />dragline /deadhead route to walk a dragline from Seneca II to Yoast Mine, and this parcel was <br />previously reclaimed as a parking lot and for livestock grazing. We then left for the field <br />inspection. <br />We started on the north end of the 6.25 acres under consideration which occurs on the south side <br />of RCR27. As we walked southeast, Mike Mordi described the reclamation that the county had <br />undertaken, including the topsoiling and hydromulching on the lands adjacent to RCR27 and the <br />roundabout. Hydromulching was last sprayed in 2013 (2" d spraying); Mr. Mordi also promised to <br />
