The surface water regime of the expansion area is similar to the existing permitted mine area. Enclosed
Table 2.7 -12 of section 2.7.4 has been updated with new information in regard to the expansion area. The
remaining discussion within section 2.7.4 is still applicable to the expansion area. Enclosed revised Map M-
51 (sheet 3) and Map M -31 (included in the original PR -7 submittal) depict relevant surface water courses
and surrounding water resources in the area. Prior studies and information gathered on the characteristics of
the surface water regimes of the Williams Fork Mountains would pertain to the expansion area. Trapper
will submit additional relevant information as needed once monitoring of the affected drainages is
conducted.
9. Prior to mining within the expansion area, the applicant will need to provide water quality data from
surface waters in, discharging into, or which receive flows from surface or ground water from
affected areas within the proposed permit area in accordance with Rule 2.04.7(2)(b)(ii). The
Division will stipulate the approval of this revision to this affect.
Trapper Response to Comment 9: Trapper proposes to establish monitoring sites within the Deacon and
Jeff-way Gulches to establish baseline monitoring. Sampling will be conducted utilizing the approved
sampling procedures and parameters within the current permit. Trapper will submit additional requested
information prior to any mining in the permit expansion area.
10. In accordance with Rule 2.04.7(3); prior to mining in the proposed expansion area, Trapper will
need to evaluate if the mining operation may result in contamination, diminution, or interruption of
an underground or surface source of water within the proposed permit area and adjacent areas for
domestic, agricultural, industrial, fish and wild -life, or other legitimate use. The Division will
stipulate the approval of this permit revision to require Trapper to submit a permit revision with the
information required by Rule 2.04.7(3) prior to mining in the proposed expansion area.
Trapper Response to Comment 10: The currently submitted information contained on revised page 2 -524
is applicable to the expansion area. The proposed expansion area exhibits similar traits in geology and
ground water. See response to Comment 8 for further discussion on ground water impacts.
11. For the expansion area, please submit a map that depicts the location and extent of sub - surface
water, if encountered within the proposed permit and adjacent areas, including but not limited to
areal and vertical distribution of aquifers, and an estimate of seasonal variations of aquifer
characteristics on cross section and contour maps as appropriate; in accordance with rule
2.04.7(4)(c).
Trapper Response to Comment 11: The required information will be contained within the upcoming
2013 Annual Hydrology Report. The location and extent of sub - surface water will be included in the
Water -Level Elevation maps in the 2013 AHR. The proposed new permit boundary will be added to these
maps at that time, with the existing permit boundary also included for reference.
12. The Division could not locate a map that depicts the streams and constructed or natural drains
within the proposed expansion area. Please submit a map with these items depicted in accordance
with Rule 2.04.7(4)(d).
Trapper Response to Comment 12: Additional revisions to the previously submitted Map M -51, Sheet 3
and the newly revised Map M -3 (both enclosed) depict the constructed and natural drainageways within the
proposed expansion area.
