January 15, 2014 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />HYDROLOGIC BALANCE - Rule 4.05 C Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The following ponds were inspected: Work Area, West Pit, Prospect, Streeter, Gossard, Rail Loop, and <br />Stoker Siding. The following ponds were discharging: Streeter, Gossard and Stoker Siding (very small discharges <br />for last two). For all discharging ponds, no sign of pollutants was observed. The rest of the ponds were not <br />discharging but held water and /or snow. <br />The primary spillway at the Work Area Pond was inspected. It is no longer leaking through the head gate. At the <br />time of the inspection, the flume was partially covered (approximately two inches thick) with ice, and ice filled the <br />pipe leading into the flume. Due to low temperatures in the past few weeks, it appeared that the ice in the spillway <br />has not thawed since the spillway was leaking in December. <br />No other problems with embankments or other structures were observed. The embankments and emergency <br />spillways were mostly covered with snow. <br />Culverts G, H, I, and J were clear, and no erosion was seen. No other culverts were inspected.Only the upstream <br />ends of I and J were inspected <br />GENERAL MINE PLAN COMPLIANCE: <br />The Colowyo Coal Mine was generally found to be in compliance with the mine plan. <br />The highwall mining operations were discussed with Lee Sampson and Steve Gilmer, engineers with CCC. The <br />entries have not been as deep as the maximum plan depth (1,200 feet) because of the steepness of the coal seems. <br />The entries are generally 800 to 900 feet deep. <br />SIGNS AND MARKERS — Rule 4.02: <br />Signs for blasting were seen at the main entrance and at Streeter Pond. <br />DOCUMENTS RECEIVED <br />MR -129: decision letters to BLM and OSM <br />Fill reports, 4th quarter 2013 <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 7 <br />
