Page 3 of 8 <br />13. Page Exh 8 -166, at the bottom of the page, lists flow from other ditches and culverts that <br />will flow through Ditch H1. The value listed for Ditch H1 is 0.46 cfs. The design above <br />indicates that the flow will be 1.06 cfs. Please revise the calculations and flow values for <br />Ditch H1 on page Exh 8 -166 so that they are consistent. <br />14. Please revise the Table of Contents for Volume XI to retain existing Appendices A and D <br />and incorporate new Appendices A and B. Existing Appendix C, the reclamation cost <br />estimate, can be removed since it has been incorporated into the reclamation cost <br />estimate in Section 3.02 of Volume 1. <br />15. Pages 2 and 4 of Volume XI have been revised to change the available topsoil salvage depth <br />from 2.4' to 1.0 -1.5', and the replacement depth from 2.4' to 1.0'. Please explain why the <br />available salvage depths and replacement depths are being changed, and demonstrate <br />that this change is consistent with the requirements of Rules 4.06.2(a) and 4.06.2(b). <br />16. On Page 3 of Volume XI, please insert an entry for "Height: xxx feet" after "Slopes:" <br />17. Revised page 4 of Volume XI states that the Gob Pile #3 height will be 120'; page 11 of <br />Volume XI states that the Buckhorn report confirms stability of Gob Pile #3 to a height of <br />110'. Please revise the text on page 4 to indicate a maximum pile height of 110' for Gob <br />Pile #3, consistent with the Buckhorn report. (Rule 4.10.4(2)) <br />18. Based on the summary of revised pages, it appears that pages 4a and 4b of the currently <br />approved Volume XI will be retained; at this time these pages are pertinent information <br />that should be retained. Please verify that pages 4a and 4b of Volume XI will be retained <br />with TR -84. <br />19. Page 5 of Volume XI indicates that Pond J has been sized to contain approximately 4.0 acre <br />feet of water and 0.5 acre feet of sediment. This appears to be in conflict with the Pond J <br />Capacities table on the right edge of Map 22J, that says the As -Built Capacity for water is <br />2.68 ac ft and sediment is 0.91 ac ft. Please review and correct page 5 of Volume Xiso that <br />the stated capacities of Pond I are consistent with Map 221. <br />20. Paragraph 2 of the Inspection section, on page 9 of Volume XI, refers to underdrains being <br />covered with "excess spoil ". A term such as "coverfill" may be more accurate here. Please <br />review the use of the term "excess spoil" in paragraph 2 of page 9 of Volume XI and <br />revise, if appropriate. <br />21. BRL has provided a material balance sheet as new Appendix A to Volume XI. The volumes <br />proposed for cover fill and topsoil replacement may require revision depending on the <br />outcome of Item 15, above. <br />22. Drainage from the East and West Topsoil stockpiles, as currently approved, reports to Pond <br />J. The revised plan submitted by BRL indicates that drainage from these two stockpiles will <br />be discharged directly off -site via the East Clean Water Diversion and Culvert H -1. Map 21 -3 <br />
