• The King II sediment pond was not impounding any water. Sediment on the pond floor was <br />wet. <br />• Removal of the trailers from King II (see the Support Facilities section, below) will open up <br />the area between the truck scales and the sediment pond. Mr. Wymore said the mine might <br />want to make some modifications to the surface drainage of the area. <br />• Any proposed modifications must be designed and submitted for the Division's review. <br />Construction of any changes can not begin prior to their being approved by the Division. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />• Drainage Control; Surface Stabilization; Placement: <br />• The mine is currently producing high -ash coal, which results in a higher percentage of waste <br />being generated. <br />• Two tandem -axle dump trucks were in continuous operation, hauling the rejected material <br />from King II to King I. <br />• The material was being dumped in the storage area directly below the valley -fill refuse pile. <br />No waste had been dumped in the footprint of the proposed disposal area at the highwall. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />• The roads at King II have been treated with Magnesium Chloride as a surfactant, and are <br />holding up well. <br />SUPPORT FACILITIES - Rule 4.04: <br />• The King II surface facilities are identified on Map King II -007. <br />• Significant progress has been made on the Executive Offices / Parts Warehouse / Bath House <br />Building ( "N" on the map). The ground floor is complete, with the offices already being <br />occupied. The second floor is framed -in. <br />• A contractor was on site and in the process of moving out the cluster of temporary office <br />trailers ( "AAA ") that had been situated south of the truck scales ( "QQ "). <br />• Occupation of the new building and removal of the trailers will result in a shifting of the <br />employee parking areas and material storage areas. <br />• The trash dumpster has been relocated to a site at the northeast corner of the sediment pond. <br />A ramp was constructed to allow access for dumping materials. Additional safety features <br />will be installed prior to its being placed into service. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were issued as a result of this inspection, and none are anticipated. <br />
